If you have a strong enough static charged can you control the directions of high pressured water?

an ex. water from a fire hidrentIf you have a strong enough static charged can you control the directions of high pressured water?
I didn't get the meaning of static charged. i am thinking that it has enough strength to sustain that force.

Even up to before releasing water from fire hydrant, under operator control only.

That door it self can resist the full flow of water, not only direction.

Compare to some pneumatic, Hydraulic applications that fire hydrant pressure is less. But all applications are going under predetermined directions only.

if u have sufficient energy you can stop this earth rotation also.
