the govenor has absolutly nothing to do with how fast the compressor builds air its only function is to regulate when it starts or stops building air pressure. you can adjust it work between 90 and 120 psi. your compressor is just worn out if it takes longer than 1 min to build to 120 psi from 90 psi.Does the governer on an air brake system control how fast the compressor recovers to set pressure?

Not the whole entire governor but the unload spring tension has a lot to do with recovery time and pressure. There are different governors for different applications. A person needs to consult with authorized compressor service and parts locations to ascertain type and availability. Good Luck.
This can be a combination of things, ranging from a faulty governor to a leak within the system.
My advise would be to check the entire system for leaks...you are obviously dumping air somewhere.
Time to recover air pressure, can be extended by a partially blocked line, a huge dump of air all at once, or a faulty governor.
My money is on a leak. If you have no leaks...try dumping achohol through the system, then drain it and check the color. If black, you have an oil/grease buildup in the lines.
Sounds more like either excessive air leakage or the compressor is worn out. Or, you have too much play in the brakes using up way too much air.
The holding tank size may be too large for this compressor which is why it takes so long to fill it.
The governor has nothing to do with it.
