The turbo speed is primarily a function of engine rpm. As the engine flows more, the exhaust gasses drive it harder and the boost goes up.





Control is by a wastegate, that lets exhast gasses bypass the turbo, limited by a spring driven by intake pressure. Boost controllers change the intake pressure for which the wastegate opens.





For limiting boost, though, a blow-off valve is the whoosh you hear when a turbo'd car changes gears, and that's the excess intake pressure being vented to atmosphere.
