Dopamine is dopamine, but when given IV it cannot get into the brain.
Levo-dopa is not used for blood pressure but parkinson's disease, it is an amino acid (not natural) that is carried into the brain and decarboxylated to give dopamine.
The story on what dopamine does with regard to cardiovasular issues has changed (more likely due to marketing interests).
In low doses it improves blood flow to the kidney and increases the force of contraction of the heart. At higher doses it appears to act like an alpha receptor agonist and increase blood pressure and decrease blood flow to the kidney.

yes. It is the neurotransmitter Dopamine. Neurotransmitters are used throughout the body to carry out various processes.
